Law is a system of rules, usually enforced through a set of institutions. Laws can shape or reflect politics, economics and society in numerous ways and serves as a primary social mediator of relations between people. Contract law regulates everything from buying a bus ticket to trading on derivatives markets. Property law defines rights and obligations related to the transfer and title of personal (often referred to as chattel) and real property. Trust law applies to assets held for investment and financial security, while tort law allows claims for compensation if a person's rights or property are harmed. If the harm is criminalised in a statute, criminal law offers means by which the state can prosecute the perpetrator. Constitutional law provides a framework for the creation of law, the protection of human rights and the election of political representatives. Administrative law is used to review the decisions of government agencies, while international law governs affairs between sovereign nation states in activities ranging from trade to environmental regulation or military action. Writing in 350 BC, the Greek philosopher Aristotle declared, "The rule of law is better than the rule of any individual."

Legal systems elaborate rights and responsibilities in a variety of ways. A general distinction can be made between civil law jurisdictions, which codify their laws, and common law systems, where judge made law is not consolidated. In some countries, religion informs the law. Law provides a rich source of scholarly inquiry, into legal history, philosophy, economic analysis or sociology. Law also raises important and complex issues concerning equality, fairness and justice. "In its majestic equality", said the author Anatole France in 1894, "the law forbids rich and poor alike to sleep under bridges, beg in the streets and steal loaves of bread." In a typical democracy, the central institutions for interpreting and creating law are the three main branches of government, namely an impartial judiciary, a democratic legislature, and an accountable executive. To implement and enforce the law and provide services to the public, a government's bureaucracy, the military and police are vital. While all these organs of the state are creatures created and bound by law, an independent legal profession and a vibrant civil society inform and support their progress.

What law specifically denies unemployment benefits to a sole proprietor?
Q. I understand that the employer can not pay himself a salary, pay payroll tax on his salary, and then collect payments if he goes out of business. I would like to know specifically where this is addressed in federal law or D.C. law.

A. It is not Federal, but State Law. In your case DC Law. 1.) Since you are a business you have control. - you cannot fire yourself 2.) Also the big one - you are not paying unemployment taxes - SO WHY would you expect to receive distributions. Are you serious?

What law states that if a contractor has performed work on a property that they are entitled to payment?
Q. There is a law that states that even though a contractor does not have a contract in hand that if he has done work to improve a property that he is entitled to payment. What is the name of that law?

A. It depends on a number of circumstances. You can't just walk up and do some work on somebody's house and then demand to be paid. Also, the name of a specific law is not something I could give you, as it depends on the state. There are some general principals of contract law that relate to this scenario, but they are common law (judge-made law), not statutes passed by congress. It's more accurate to saw they are principals of law, rather than laws themselves. They include: Unjust enrichment: If you are out some money do to some unfairness, such as an honest mistake, you may be entitled to get that money from the person who benefited. You wouldn't get normal contract damages there (which is the price of the contract), but you could recover… [cont.]

What is the law with selling tobacco pipes at concert venues?
Q. What is the law with selling tobacco pipes at concert venues? I wanted to start a tobacco shop, and decided I needed some money to start the shop, so I thought it would be a good idea to follow some of my favorite bands and sell these pipes at their concerts, I understand I would have to run the idea by whoever is hosting the concerts , but besides that, what are the laws conserning this? Would I need a tobacco license to do this? Could I go under the radar and do it as a side thing? What to do?

A. You would need a license from wherever you are but there should not be any restrictions other than a city license, but all laws are state sensitive so you would need to check with each state and each city you go to.~
